Matamoros-Brownsville is a bi-national metropolitan area of 1.137 million residents1 with Matamoros in Tamaulipas having 450 thousand2 and Brownsville in Texas having 182 thousand,3 separated by the Rio Grande (English)/ Bravo del Norte (Spanish) river. It grew quickly in the 1970s and further after the growth in cross-border trade that took advantage of the violent opposition to labor organization in the border areas of México. Offshore but within the city limits is the southern end of Padre Island, a barrier island. Padre Island National Seashore is a tourist attraction for Americans.4 The tallest building in Brownsville is the Villa del Sol (170 feet, 1971), housing for low-income elders.5
