Ōsaka grew during the 16th century after it was made the pre-eminent warlord of Nippon made it his capital. Kyōto grew particularly after the mid-century turmoil, partly after that same warlord sponsored a building program there. Shizuoka, then called Sunpu, grew as the on and off headquarters for another warlord, one who was to become preeiminent in the next century.
